The Federal Government is reviewing halal and kosher slaughtering methods at the nation's abattoirs amid revelations animals are not being stunned to reduce suffering before their throats are cut.
The RSPCA is angry at the discovery but Federal Agriculture Minister Peter McGauran says some abattoirs have been given permission to slaughter without stunning.
The Federation of Islamic Councils says the procedure increases suffering and is unacceptable to export markets.
The review will investigate the process but Mr McGauran says it is not likely to be conclusive.
"I doubt we're going to get a black and white assessment in the end and it will come down to very much what are community standards," he said.
"The public always decides these matters.
"They will listen to the science on this issue and we'll take a guide from them in making a final determination."
